How does sheriff lockout work?

Sheriff arrives at scheduled time, knocks, announces, enters with the writ. If tenant present, removes them. Landlord or representative must be present. Locksmith on standby to re-key. Sheriff hands possession over and departs.

Does the landlord need to be there?
